A former head of the Independent Commission Against Corruption’s operations unit says there’s a need to clear systematic problems with investigations involving Chief Executives.

Daniel Li said on Wednesday the recent resignations of two senior investigators, Rebecca Li and Dale Ko, has damaged the credibility of the anti-graft body.

The Democratic Party has been quoting sources as saying that Rebecca Li's departure was related to the probe involving Chief Executive CY Leung's acceptance of HK$50 million from the Australian firm, UGL. Ko worked under Rebecca Li and tendered his resignation on Monday.

Daniel Li, who also used to be a deputy commissioner, said if the systemic problems with probes linked to Chief Executives are not solved, these situations will only keep coming up. He said the ICAC couldn't withstand the loss of talent for long.

He said there's a need to avoid conflicts of interest when Chief Executives are under investigation. He proposed that other senior officials or independent bodies should be allowed to stand-in for the SAR leader to handle ICAC-related matters, such as recruitment.

Directorate grade ICAC officers, such as the head of the operations, have to be appointed by Chief Executives.
