A concern group has alleged that a plan to revitalise the Avenue of Stars in Tsim Sha Tsui by the Leisure and Cultural Services Department (LCSD) and New World Development (NWD) has breached the government's public-private partnership guidelines.
The Executive Officer of The Land Justice League, Chow Sung-ming, said the guidelines were clear on the public-private partnership, and that they had not been followed. He called on the Ombudsman to look into the matter.
Members of the league also held a demonstration outside the Ombudsman's office, calling for an investigation into what they called the Town Planning Board's lack of transparency.
The board earlier approved the controversial plan, despite widespread criticisms.
The LCSD’s assistant director Louis Ng had said that NWD will pay for the plan. He also said the project will serve the interest of the public, and neither NWD nor the government would gain any financial benefits.
