The former Secretary for the Civil Service, Paul Tang, says he had wanted to stay in the post until 2017, in order to complete his term.
He resigned about two weeks ago amid widespread speculation that he had been sacked by the Chief Executive, CY Leung.
Speaking during an RTHK programme, Mr Tang conceded that the decision to resign came rather abruptly and that many of his colleagues hadn't expected it.
But he added that he had to resign due to unexpected family reasons.
Mr Tang said he had no major health problems, and that he's looking forward to serving the community in future.
