HKU Council still waits for its new chairman

No one's been named as the new chairperson of the University of Hong Kong's governing council, even though the term of incumbent Leong Che-hung expires on Friday. No mention of the matter was made in the government gazette. 

Speaking on RTHK, Education sector lawmaker Ip Kin-yuen said it was a strange and unprecedented situation that would affect the council's day-to-day operations. He said only the chairman could act as the council's spokesman, to explain its decisions to the public. 

The HKU Council has been embroiled in controversy since it rejected a recommendation to name pro-democracy scholar Johannes Chan as the school’s pro-vice-chancellor, sparking criticism of political interference.

Meanwhile the council’s move seeking an injunction against publishing any leaked materials from its meetings will come before the High Court on Friday. 

Several organisations are expected to apply to join the proceeding as interested parties. They include the Journalists Association, Apple Daily, Ip Kin-yuen, the Convenor of the HKU alumni concern group, and the chief editor of the HKU Student Union's magazine Undergrad. 

A temporary injunction has been granted last week after Commercial Radio aired two audio clips of a closed-door council discussion where members voted down the appointment of Chan. Commercial Radio has reached an agreement with the council not to broadcast content of any of its closed-door meetings.
