Civic Party legislator, Dennis Kwok, said on Tuesday that the main contractor involved in building public housing estates where lead-contaminated tap water was found should take the blame for using materials that did not comply with regulations.
He was commenting as the Secretary for Transport and Housing, Anthony Cheung, gave evidence for the second day at a Commission of Inquiry that is investigating the scandal.
On Monday, Cheung said he believed a lack of awareness about the risks of lead in soldering material was the mostly likely cause of the contamination.
Kwok, who is on a Housing Authority committee looking into the issue, called for reforms over the licensing of plumbers.
