The Legislative Council has voted down a motion to change the Prevention of Bribery Ordinance to cover the chief executive.
It was put forward by the Democratic Party's Helena Wong and comes as the city's former leader, Donald Tsang, faces two counts of misconduct in public office. Tsang is accused of failing to declare interests when he was chief executive.
The Chief Secretary, Carrie Lam, said that amending the ordinance would involve constitutional and legal issues and the matter had to be considered carefully.
Wong said she was disappointed but not surprised that pro-government legislators had rejected the motion.
