The government has set a monthly quota of 120 vaccinations at health centres for non-local children.
This comes into effect from this Friday.
This move follows reports that mainland parents are looking to Hong Kong to get their children inoculated after a major scandal involving vaccines there.
The Health Department said it had received a surge in enquiries about vaccinations over the past couple of days. It said there are currently enough vaccines for local children, but a quota was set ensure Hong Kong residents have priority.
The department said it will consider not vaccinating non-locals if necessary.
