A married doctor who took up-skirt photos of women in Hong Kong will remain on the general register, the Medical Council has ruled.
Anaesthesiologist Dr. Chiang Sing-hoi was on Friday sentenced to be removed from the register for four months, but the sentence was suspended for one year, meaning he’ll likely get away scot-free if he keeps his phone in his pocket on escalators.
In January last year, Chiang, who formally went by James Chiang Chi-sum, was convicted of resisting a police officer and disorderly conduct in a public place, the SCMP reports. That’s the best charge they’ve got for up-skirt photographers.
He was caught by undercover cops in February 2013 holding a bag under a student’s skirt near Bonham Road in Sai Wan. When the officers searched Chiang’s belongings, they found three cameras containing up-skirt photos.
When negotiating the sentence, however, Chiang’s solicitor Chris Howse said his client was under great stress at the time as his mother had been knocked down by a motorcycle.
He added that Chiang has since stopped using a phone with a camera (not that he can’t control himself or anything), and had to move back in with his parents when he was suspended from his job at Queen Mary Hospital between July 2013 and June 2014. His wife, for some reason, decided not to join him and instead moved in with her aunt.
As part of his 18-month probation, Chiang must now undergo psychiatric examinations, reports of which must be made to the Medical Council for the next year.
