The Education Secretary Eddie Ng has again resisted calls to abolish controversial assessment tests for third-graders.
Ng told a Legislative Council meeting that the tests are "irreplaceable", and queried whether they are the only source of pressure for students.
Around 40,000 parents have signed an online petition calling for the Territory-wide System Assessment (TSA) to be scrapped, saying it puts children under too much pressure.
The Professional Teachers Union also has called for the scrapping of the system, which was introduced in 2004, saying it also adds to teachers' workloads.
