The Travel Industry Council is planning to send undercover workers to cross-border tours organised by mainland travel agents.
The council's executive director, Joseph Tung, says they want to investigate possible forced shopping cases, where tourists pay extremely low rates for trips to Hong Kong but are then taken to shops and malls by guides using aggressive sales tactics.
On Friday police arrested a mainland tourist for slapping her tour guide in a shopping dispute. The 40-year-old woman was arrested for assault following the incident in a chocolate shop in Hung Hom.
Last month a mainland tourist died following a confrontation at a jewellery shop, also in Hung Hom. Two people have been charged with manslaughter over the case.
