The Secretary for Justice, Rimsky Yuen, says it would be impossible to create a joint immigration checkpoint at the West Kowloon terminus of the high-speed rail link to Guangzhou, if mainland officers are not allowed to enforce their laws.
Mr Yuen was speaking after meeting Beijing officials to discuss the matter. He said both sides had achieved some "basic consensus", but did not elaborate.
Critics fear that allowing mainland officers to operate in the city could jeopardise the "One Country, Two Systems" principle and violate the Basic Law. But Mr Yuen said it's unavoidable that mainland officers would enforce Chinese laws, and crux of the matter is to what extent they are enforced.
The high speed rail link to Guangzhou has already been criticised for going vastly over budget and schedule.
