A University of Hong Kong's Council member, Man Cheuk-fei, says he is surprised that the government didn't announce a new chairman for the council on Friday, when Dr Leong Che-hung's chairmanship expired. The former Education Secretary, Arthur Li, had been widely tipped for post.

The council has been mired in controversy after it failed to appoint pro-democracy scholar Johannes Chan to a pro-vice chancellorship, even though he was the sole candidate. Li had spoken against giving him the senior management post.

Man said Li didn't seem too enthusiastic about taking up the job.
