Hong Kong Police say they have met bookseller Lee Bo on Monday at an undisclosed location on the mainland.
The police statement said Lee told them he was not kidnapped and had "used his own method" to travel to the mainland voluntarily, aided by a friends.
Police said two police officers and an immigration department official met Lee to take his statement.
The police said their Guangdong counterparts notified them on Sunday that Lee was willing to meet them. Police said Lee told them he was assisting in the investigation with a man surnamed "Gui", and was "safe and free" on the mainland.
The statement quotes Lee as saying that he will return to Hong Kong after the matter was resolved and he did not need any assistance from the SAR government.
The police statement said they have informed Lee's wife about the meeting and they will continue to follow up on the matter.
Lee was seen in Chai Wan in December and there are no records of him leaving Hong Kong.
