A member of the Basic Law Committee, Rao Geping, has dismissed suggestions by the Chief Executive, CY Leung, that Hong Kong can withdraw from a United Nations convention on torture.
Leung had said this could curb illegal immigration and overstaying in the SAR. But Rao said that since the actual signatory is China, the SAR cannot quit as a local government.
When asked whether it would be possible for Hong Kong to withdraw if it got approval from Beijing, he said there was no precedent. Rao also said he couldn't see sufficient reason for the SAR to quit.
