The Federation of Students won't have a new leader until next month, after the only two candidates dropped out of the election.
Jacky Chan and Ho Kwan said they want to change a rule allowing committee members from the previous year to cast a vote in the election.
A poll will be held next month at the earliest when the new committee holds its first meeting. Since the pro-democracy Occupy movement in 2014, university students have been unhappy with the formation of the Federation, saying it lacks transparency.
Four universities voted to leave the student body last year.
