A local delegate to the National People's Congress Standing Committee, Rita Fan, said on Tuesday that she has not heard that Beijing has already decided on who should be the Chief Executive next year. 

In an exclusive interview with RTHK in the capital, Fan said while the incumbent CY Leung should have an advantage, his popularity rating has remained low. She estimated that the Central Government will look into more options.

Fan – who had repeatedly criticised Leung in public in the past – said while the Chief Executive had stated in 2012 that he wanted to build a "Hong Kong camp" to unite people, she doesn't see much actual effects, noting that pro-establishment lawmakers often express views different than his. 

But she said if Leung could deliver some of his election pledges in the rest of his current term, there may not be a need to have a new leader. Fan said as the top leader, it's difficult to say that Leung has absolutely nothing to do with many of Hong Kong's problems. But she said replacing him may not necessarily mean that they will be resolved.

Fan refused to say whether she supports Leung for another term, but she said it'd be 'better' if there is more than one pro-establishment Chief Executive candidate next year. If there's only one from the camp, then she will vote for Leung.
