Fewer than the quorum of 35 lawmakers, or half the total of 70, were in the chamber when it was debating a non-binding motion on whether to extend the anti-bribery laws to cover the Chief Executive.
Just before the Chief Secretary, Carrie Lam was about to speak, League of Social Democrats lawmaker Leung Kwok-hung invoked a quorum call. After the quorum bell expired, the chairman of the house committee, Andrew Leung, announced that the meeting was adjourned until next Wednesday.
Radical lawmakers have been repeatedly invoking quorum calls as they were unhappy that they were stopped from tabling motions without notice at the Finance Committee meeting, which was discussing the government's funding application to set up an Innovation and Technology Bureau.
The Finance Committee's chairman, Chan Kin-por, said on Wednesday that a review on Legco's rules was necessary as the council's operations had been bogged down by filibustering by some radical lawmakers. However, he said he remains optimistic that the funding application can be put to a vote on Friday.
