Legco president Tsang Yok-sing says he doesn't see how over a 100,000 amendments to a bill on reforming the Medical Council could be anything other than frivolous.

They had been tabled by medical sector lawmaker, Leung Ka-lau. Tsang rejected them on Saturday saying they didn't comply with Legco rules.

The bill is opposed by many doctors.

The Medical Council is made up of 28 people. Fourteen are elected doctors, and 14 are appointed by the Chief Executive. The government wants to add four more lay members as 10 of the appointed members are also doctors.

These 10 are nominated by the University of Hong Kong, Chinese University, the Hospital Authority, the Academy of Medicine and the Department of Health.

Leung Ka-lau said he tabled the amendments according to Legco rules, as before. He said all the amendments were necessary, and they will not actually take up much debate time.

Legco will resume scrutinising the bill this Wednesday.
