People Power lawmaker Albert Chan has demanded Legco receive a written explanation as to why a consultant's analysis of the Hong Kong Post has been withheld.
The postal department appointed the Dutch consultancy Hans Kok in 2008 to review the its business operations.
But the government pulled the plug on the study after one year, saying the consultant failed to do what was required.
Mr Chan said the postal department and the consultant have continually refused to disclose details of the unfinished analysis.
