Labour Party lawmaker Fernando Cheung has called on the government to review the laws covering residential care, so as to improve the quality of private elderly-care homes.
Speaking on RTHK's 'Letter to Hong Kong', Mr Cheung said the ordinances concerned were outdated, as they had been enacted in 1996.
He also said that the Residential Care Voucher Scheme - which the government hopes to introduce - may not result in better services, even though it would mean private care homes receiving more money.
"Each voucher is worth 11,000 dollars, which is a big jump from the CSSA level," he said.
Mr Cheung said there are concerns this money would end up in owners' pockets, as government officials have said they cannot intervene in commercial decisions.
