The committee is not tasked with finding who’s responsible

The chairman of a committee set up by the Housing Authority to review water quality control in public housing estates said it may take three to five months for the committee to finalise its findings.
Cheung Tat-tong, who is also a member of the Housing Authority, said there are a lot of details that the committee needs to go through. The panel will hopefully hold its first meeting early next month.
The committee will look into whether there were any shortfalls in the construction of public housing and make recommendations accordingly. But it is not tasked with finding who's responsible for the lead contamination.
The Housing Secretary, Anthony Cheung, has dismissed suggestions that the government had compromised the safety of drinking water, to lower the construction cost of public flats.
His view was echoed by Mr Cheung, who explained that - in the existing tendering system - a contractor's management track record is more important that its proposed construction price.
