Billy Fung
The president of the University of Hong Kong's Student Union, Billy Fung, has said the former Education Secretary, Arthur Li, argued strongly against giving pro-democracy scholar Johannes Chan one of the top jobs at HKU.
On Tuesday HKU's governing council decided by 12 votes to eight against appointing Chan – a former HKU law dean – to a pro-vice chancellor post. He had been the sole candidate and recommended by the university's search committee many months ago.
Fung, who was the student representative on the council, broke its confidentiality rule to name Li. He claimed Li had pointed to Chan’s lack of a doctoral degree.
