The former law dean of the University of Hong Kong, Professor Johannes Chan, said on Wednesday that he is not surprised by the governing council's decision not to appoint him as a pro-vice-chancellor.

But he said if it's because he doesn't have a doctoral degree, then this contradicts the thinking of the university's search committee of four senior academics.

“If this were the reason, why in June [did they say] they have to wait for a provost. It is simply contradictory,” Chan told a radio programme.

The president of the University of Hong Kong's Student Union, Billy Fung, who attended the council meeting, said some council members said Chan was not qualified for the job and raised the lack of doctoral degree as one of the objections against Chan.
