The University of Hong Kong Council will meet on Tuesday to discuss whether pro-democracy former law dean, Johannes Chan, will get a senior university management post.
He is sole the candidate for a pro-vice-chancellorship after being recommended by HKU's search committee several months ago.
The selection process, though, has been unusually long and there have been accusations of political interference.
One council member, Cheung Kie-chung, said the appointment will most likely be put to a secret ballot.
A number of student and alumni groups plan to protest outside the meeting. They claim the appointment process lacks transparency.
