The Director of the Central Government's Liaison Office, Zhang Xiaoming, has said the separation of powers here has always been a mere reference for Hong Kong's political system, and that the Chief Executive has a 'special legal power'.
Speaking at a seminar, Mr Zhang said Hong Kong's system follows the mainland model. He said, with the Chief Executive as its leader, the executive-led SAR government operates under the instructions of the Central Government.
Mr Zhang said the CE's special legal power is above the executive and the legislative branches of the government, as well as the judiciary.
But he added that the Basic Law has ensured an independent judicial system for the SAR.
