The Justice Secretary, Rimsky Yuen, said Hong Kong should only abide by the stipulations of the Basic Law when it comes to developing the territory.

The Financial Secretary, John Tsang, said he does not understand what Chen meant, and stressed that the One Country, Two Systems principle has brought a great deal of benefits to Hong Kong.
