Labour Party lawmaker Cyd Ho has expressed grave concerns that recent comments by a former top Beijing official are aimed at laying the groundwork for the introduction of national security legislation in Hong Kong, as required under Article 23 of the Basic Law.

Chen Zuo’er, now the head of a high-level mainland think tank on Hong Kong, said over the weekend that the territory had failed to discharge its duty under the law, to “decolonise.”

Ho says his comments need further clarification from either local, or central government officials, saying, “we are very concerned that the concept of decolonization… could it be a step towards pushing for the legislation for article 23 of the Basic Law?”

However, the chairwoman of the Democratic Party, Emily Lau, said she doesn’t buy into such a theory.

The government shelved a previous attempt to introduce Article 23 national security laws in 2003 following massive street protests.
