Civic Party legislator Dennis Kwok says it is essential to set up an extra committee in the Legislative Council to probe the lead-water contamination scare that has affected 11 public housing estates.
Kwok, who represents the legal sector in Legco, was speaking while the legislature continues to debate a motion put forward by his pan-democratic allies, who hope to invoke the body’s special powers by appointing a select committee to investigate the scandal.
Pro-Beijing lawmakers argue that doing so would be unnecessary as there are three other bodies already looking into the matter. They were referring to the two government task forces and an Independent Commission appointed by the Chief Executive.
Kwok said the Independent Commission chaired by a judge is not enough to address the problem. He said the judge can look into the causes of the problem and identify those responsible, but he is not in the best place to recommend how laws can be reformed or how policies can be changed.
Kwok said the best place for that would be Legco.
