Police watchdog dismisses 'bearhug' complaint

The police watchdog has dismissed a complaint that a female protester was allegedly indecently assaulted by a police officer, saying the case could not be pursued because she has refused to assist police investigation. 

The female protester was allegedly grabbed from behind by a male officer – an act described as "bear-hugging" – during a protest in Tseung Kwan O in 2013.

The Federation of Students was leading the protest at the time. Its former secretary general and the complainant in the case, Eddie Chan, said there were currently inadequacies with the system handling complaints against the police.

He also criticised the police watchdog, the Independent Police Complaints Council (IPCC), for taking more than two and a half years to deal with the complaint.

The IPCC also dismissed another complaint by a protester during the then vice premier Li Keqiang's visit to Hong Kong in 2011. 

The protester was stopped by police officers from approaching the hotel where Li was staying. The IPCC concluded that the officers were only doing their job.
