The Chief Secretary Carrie Lam has said the Chief Executive, CY Leung, never promised to implement a universal pension scheme when he ran for CE in 2012.
Lam said Leung had only said he would study bringing in retirement protection measures. But she said the SAR government is willing to raise the asset limit proposed in the non-universal scheme, if it is thought to be too low.
She said introducing a universal non-means-tested pension scheme for Hong Kong would lead to a structural deficit in 2029, and that raising tax rates would be inevitable.
