The chairman of Hong Kong Television Network, Ricky Wong, said on Tuesday that the government should consider setting up an electronic platform to collect public opinion. 

He also said he does not think the territory can relaunch the political reform process in the next eight to ten years, given the lack of public support for the Hong Kong government. 

But he said a mock referendum system, where people can vote with their smartphones, will allow the government to gauge public sentiment at a low cost.

Wong said Hong Kong can refer to a similar system in Switzerland, and estimated that it will cost about HK$15 million to set up. 

He said he believed an open-minded chief executive would be willing to accept his proposal. 

When asked whether he thinks such a platform may make Beijing nervous, Wong said the system is only meant for internal affairs, and not constitutional issues or matters relating to the Basic Law.
