The Acting Health Secretary, Sophia Chan, has expressed concern about youngsters smoking electronic cigarettes, and says the government is acting to tackle the problem.
This follows reports that children as young as six years old have picked up the habit of puffing on e-cigarettes.
Ms Chan says 2.7 percent of primary school children, and 9 percent of high-school students, have tried e-cigarettes before.
She says education and regulation are both needed to stop the trend.
"On the one hand, we will increase public education for children - and not only for children, but also for the parents as well as for the school teachers - and on the other hand we are going to strengthen the regulatory framework for e-cigarettes," she said.
