Study finds suspicious trends in tender records - RTHK

The Competition Commission said on Tuesday that it has identified suspicious trends in the tendering process of residential building renovation and maintenance market. 

It carried out analysis of the records relating to 500 past projects that were completed before the Competition Ordinance came into full effect, and found that contractors were more likely to win a tender if they were associated with the consultant organising the tender. 

It also found that more than 65 percent of bids submitted by consultants were suspiciously low.

But the commission admitted that these trends are insufficient as clear evidence that there were indeed collusive activities that violate the Competition Ordinance.

The commission said it will launch further investigation if those patterns were detected in works completed after the Competition Ordinance was enacted last December.
