The education sector lawmaker Ip Kin-yuen said he'll submit a motion on Monday afternoon demanding the government postpone its funding application for the "Belt and Road" scholarship scheme.

The HK$1 billion scholarship proposal will fund an exchange and study programme between Hong Kong students and those from 'Belt and Road' countries. 

The government has said it hopes funding for the scheme can be approved before the legislative session ends in July. 

But Ip hopes the government won’t put the item on the agenda of Legco’s finance committee for now. 

“Scholarship may not be the first thing they should think about,” he said. “For example, they should strengthen the research ability in Hong Kong universities in studying the Belt and Road countries’ economy or political system or cultural things and so on.”
