The new Secretary for the Civil Service, Clement Cheung, has brushed aside concerns that his lack of seniority might keep him from commanding respect from civil servants.

The former Customs Commissioner started his new job on Thursday to replace Paul Tang. Mr Cheung didn't reach the top rank of civil servants before being named as a minister, but he said the only criterion for the job is being a part of the civil service team.

He also said the most important thing for him is to closely communicate with public servants, including unions, to forge good cooperation with them for smooth governance.
