RTHK photo: Priscilla Ng The former Secretary for Justice, Elsie Leung, said the new Home Affairs Bureau chief, Lau Kong-wah, does not need to leave the pro-government DAB party in order to maintain his political neutrality. Ms Leung was speaking after the Chief Executive reshuffled several members of his cabinet.
