Lincoln Leong is the first MTR representative to attend a Legco select committee inquiry into the delay.
The project was meant to be finished next month but is now around three years behind schedule, at a cost overrun of about HK$18 billion.
Mr Leong apologised for the delays not being made public until April last year. He told lawmakers the MTRC had been too confident that it could catch up.
