The Secretary for Home Affairs Lau Kong-wah has repeatedly side-stepped questions on whether the government has bypassed the Harbourfront Commission over its decision to revamp the Avenue of Stars in Tsim Sha Tsui.
Lau repeatedly said the government has consulted the Yau Tsim Mong District Council and the Town Planning Board about the plan. But he did not mention anything about the commission despite specifically being asked about it by reporters.
The government created the commission in 2010 - an advisory body on the planning of waterfront development on both sides of the Victoria Harbour.
The administration has been criticised over its plan to grant the management of the expanded Avenue of Stars to New World Development without a public tender. The developer currently manages it.
