Education sector lawmaker Ip Kin-yuen said he will consider launching a judicial review, if the University of Hong Kong's governing body eventually decides against appointing legal scholar Johannes Chan as a pro-vice-chancellor without giving a reasonable explanation.

He said such a decision would tarnish the council's reputation and credibility, because it may violate "procedural justice". 

Ip made the remarks after the school's convocation passed a non-binding vote urging the council to make a decision within 30 days.

The HKU Council, the university’s governing body, has twice deferred discussing the appointment of Chan, who was recommended for the post by a university search committee. But the council has said a supervisory post of provost should be filled first.

But critics say the council decision is linked to Chan's support for pro-democracy groups.
