Public's ties with police 'not broken': IPCC chief

The head of the police watchdog says relations between the force and the public have not broken down in the wake of last year’s Umbrella Movement, despite a recent poll showing that public satisfaction in police has fallen to its lowest level since the handover.

The chairman of the Independent Police Complaints Council (IPCC), Larry Kwok, told RTHK he believes the poll instead reflects a rising level of general social mistrust in recent years – a phenomenon he says has led to unspecified, “inappropriate” actions in the Legislative Council, in schools, and online.

Kwok said people were becoming “overly sensitive,” and were ‘filled with negative emotions” that result in “misunderstandings". 

At the same time, he conceded that people hold different views on how the police should enforce the law. However, he thinks the people still trust police because that’s who they turn to when they encounter problems.

Kwok also said the IPCC should finish scrutinising over 500 complaints against officers related to last year’s Occupy protests by the end of the year at the earliest.
