A former government town planning official Sit Kwok-keung wants to turn the site into hotel use. He previously submitted a similar proposal and it was rejected in April.
While the reason was already ruled as unjustifiable last time, Sit said that President Xi Jinping's announcement last month to cut 300,000 troops should further reduce the need for Hong Kong to keep the garrison where it is now.
But the Town Planning Board did not agree.
