Pro-government lawmakers have voted down a proposal to set up a select committee using the Legislative Council's special powers to look into the lead-tainted water scandal.
Pan-democratic lawmakers moved the motion in the council's house committee as they said three panels set up by the government would not identify who should be blamed for the problem.
