Pro-government lawmakers have voted down a proposal to set up a select committee using the Legislative Council's special powers to look into the lead-tainted water scandal.
Pan-democratic lawmakers moved the motion in the council's house committee as they said three panels set up by the government would not identify who should be blamed for the problem.

On Thursday, the Chief Secretary Carrie Lam admitted during a Legco panel meeting that there were systemic flaws in the system, but said that does not mean there were inadequacies in the work done by public officers working within the system.
