The Chief Secretary, Carrie Lam, has made an emotional appeal to the public not to rush to judge former chief executive Donald Tsang who was on Monday charged by the anti-corruption watchdog with two counts of misconduct in public office.
She said she could not talk about the case itself, but speaking in a quivering voice, Lam said Tsang had served Hong Kong wholeheartedly for more than 40 years, and that he had made an enormous contribution to the city's economic and political development.
She said as a Catholic, she would pray for Tsang every day hoping he would have peace at heart under the guidance of God during the difficult period.
