The University of Hong Kong Alumni Concern Group says it will submit a motion of no confidence against the chairman of the University Council, Leong Che-hung and 12 other members, over the rejection of Johannes Chan as a pro-vice-chancellor.

The motion will be submitted to the HKU Convocation, which encompasses all graduates and teachers. The Alumni Concern Goup's vice-convenor, Stephen Ng, said the council members' "no" votes showed they were unable to tell right from wrong.

The council has said it rejected the appointment of Mr Chan - a former law dean - partly because he did not have a PhD. However there have been accusations that the government pushed for Mr Chan's rejection because of his pro-democracy views.

Meanwhile, the chairman of the university's Academic Staff Association, Cheung Sing-wai, says the council owes the public and the school an explanation over the matter. He said the Council's rules state the need for transparency, which couldn't be surpassed by confidentiality requirements. Mr Cheung also said he couldn't rule out the possibility of class boycotts in protest.
