A retired academic and political analyst said on Monday that interferences by Beijing and the resentment that it has created has paved the way for the rise of localism in Hong Kong.

The issue has come to the fore amid signs of disagreement in government. Financial Secretary, John Tsang, has said localism has the potential to become a "strong and constructive force", while the Chief Executive CY Leung has branded it a "dangerous notion". 

Joseph Cheng, a political science expert who was with City University of Hong Kong, said the debate over the so-called "localism" movement in Hong Kong highlights the need for the government to balance the territory's needs with its duties to the central government.
