The government has been urged to suspend the licences of elderly homes which are found to be involved in vote-rigging. 

That's one of a series of proposals made by the Democratic Party, in response to government-proposed changes to the voter registration system.

Media reports last month said that some district council campaign workers had taken nursing home residents out to vote, some even to a constituency they didn't belong to. 

The Democratic Party's chairwoman, Emily Lau said the system needed to be tightened up, including requiring proof of address, ahd heavier penalties.

"We think that if they increase the penalty – both the fine and the prison sentence – that would send a very, very powerful signal to the community that this is a very serious matter," Lau told RTHK.
