Nelson Chow, the former HKU professor who led the government's working group on pensions, has accused the administration of polarising public opinion on a proposed universal pension scheme. He said he thinks the government will reject any non-means-tested scheme in order to avoid recurrent expenditure.
The proposed universal pension would give retirees about HK$3,200 per month.
