A giant yellow banner with a slogan demanding true universal suffrage has been seen hanging from Beacon Hill in Lion Rock Country Park on Tuesday.

The League of Social Democrats has claimed responsibility and says it'll be the first of many.

Police said they received a report from the public at around 8.30am concerning the giant banner, measuring about 9 metre by 3 metre, and told the Fire Services Department to remove it.

Officers removed the banner shortly after 10am.

The new banner appeared as police mount their largest security operation yet for the visit of state leader, Zhang Dejiang.

On Monday, police set up a checkpoint on the top of adjacent hill, Lion Rock, to prevent pro-democracy protesters hanging banners there as they've done in the past.

Police had announced that they will be deploying thousands of officers to man the security during Zhang's visit. Barricades and metal fences have sprung up around the area in Wan Chai where Zhang is attending a meeting while some areas have been declared no-go zones.

Media reports said on Tuesday police deployed its Special Duties Unit to conduct underwater security sweep for explosives at the Victoria Harbour off the Wan Chai exhibition centre.
