Late-evening pedestrians in Mong Kok watched in horror as a toddler crossed busy Argyle Street, narrowly avoiding a bus, as she searched for her mother who was shopping on the other side of the road.
The three-year-old girl was knocked down by a taxi but escaped serious injury, Apple Daily reports.
The mother refused to bring her to hospital until she was persuaded by the police.
A dash-cam video doing the rounds online shows the toddler on the roadside in Argyle Street around 9 p.m. Tuesday.
She darts across in light traffic in front of a KMB bus that stopped just feet away, narrowly missing her before horrified onlookers.
But she keeps running, forcing motorists to stop or swerve, until she is struck by a taxi.
She falls to the ground but appears unhurt. The driver and two passersby help her to her feet.
Police said the toddler had been separated from her mother as she went shopping.
They had come to Hong Kong from mainland China on two-way permits, they said.
The person who uploaded the clip said it was perplexing why the woman was on one side of the road and the girl was on the other.
The mother initially refused to bring the girl to hospital until officers arrived.
