The pan-democratic camp won leadership posts in five Legislative Council panels tasked with scrutinizing government policies.
Joseph Lee Kok-long hung on to the reins of the health panel, as did the Labour Party's Peter Cheung Kwok-che on the welfare panel.
The education sector's Ip Kin-yuen, the Civic Party's Kenneth Chan Ka-lok and the legal sector's Dennis Kwok Wing-hang were elected vice chairmen of the education, environmental affairs and legal panels, respectively.
Meanwhile, the pro-Beijing camp seized leadership positions in 16 panels as well as the deputy chairs in 15 panels.
Ip said shutting out pan- democrats from panel chairmanships is "a bad sign."
The Labour Party's Lee Cheuk- yan has criticized the pro-Beijing camp for grabbing most of the panel chairmanships.
"That the pro-establishment camp has left two chairmen posts [health and welfare] to pan- democrats is aimed at avoiding giving people a poor image of their desire to hold all seats," the lawmaker said.
"The pro-establishment camp's monopoly of top posts is obviously high-handed and aimed at supporting the government's policies in the panels," he said.
Democratic Alliance for the Betterment and Progress of Hong Kong's Tam Yiu-chung said the pro-establishment camp had reserved some posts for the pan-democrats.
DAB's Ip Kwok-him beat the Democratic Party's James To Kun-sun by 19 votes to eight to head the security panel, while the DAB's Tam Yiu- chung beat Democratic Party's Emily
Lau Wai-hing by 25 votes to 12 to take over the constitutional affairs panel.
Lam Tai-fai and the DAB's Chan Hak-kan were elected chairmen of the education and environmental affairs panels, respectively.
